How do I add a new template for blog entries (article.php) and static pages (static.php)? That I could choose it when I write entry or page.

All you have to do is to suffix the name of your template.
Imagine, you want to create a template with 2 columns, you name it "article-2cols.php" in your theme.
Then, go in the article editor and you can now select the template....
It works exactly the same way with static files...
