Latest Comments in UTF-8 show ?????

Hello!
I have Pluxml 5.3.1 , also installed 5.4 - the problem remains. What to change files in Notepad++ to correct UTF-8?

    Hi
    See if PluXml files are using UTF-8 without BOM encoding.
    Are you with cyrillic characters ?

    Yes, Cyrillic char.
    The Pluxml works very well in cyrillic characters, except the only problem in cyrillic Latest Comments.
    UTF-8 without BOM encoding. Ok.
    Tell me what file or files to edit?
